Board Of Trustees

Providing Valuable Leadership for Our Treatment Center in NYC. The Board of Trustees plays a crucial role in helping LESC achieve our mission, acting as a vital lifeline for the NYC community. Beyond shaping our vision and values and developing our long-term strategy, the Board ensures LESC remains a leading treatment center in NYC offering impactful alcohol and drug treatment programs. Their guidance allows LESC to be a beacon of hope and healing for individuals and families affected by substance use disorder, mental illness, and homelessness across the city.

Patricia Hoffman

Chairperson

Ms. Hoffman has been a Board Member since 1993 and contributes her significant financial services experience towards analyzing LESC credit and financial data to keep our organization's practices fiscally sound. She holds a BS from Fairfield University.

Howard D. Leifman, MA, MSW, CSW, Ph.D.

Secretary

Dr. Leifman is an experienced corporate leader, counselor, and human resources consultant. His consulting work with Fortune 500, academic, and nonprofit organizations has focused on all aspects of HR and strategy, including HR assessments, organizational change, HR development, diversity, employee audits, and recruiting strategy and planning. He has a Ph.D. in social work from New York University, where he serves as an adjunct faculty member, and a Master’s Degree in Communications Management from Syracuse University.  Dr. Leifman joined the Board of LESC in 2020.

Michael J. Golia, J.D., M.D.

Board Member

Dr. Michael J. Golia has been a Board Member since 2017.  Michael recently graduated from Fordham Law School and is admitted to practice law in New York and New Jersey.  Prior to law school, Michael received his M.D. from St. George’s University Medical College and completed a one-year residency in Internal Medicine.  Michael attended The University of Pennsylvania and is currently clerking in the New York State Supreme Court.

Eliot Locitzer

Board Member

Mr. Locitzer began his architectural career at I.M Pei & Partners during the construction of the Javits Convention Center. He then worked as a construction manager for various New York City contractors and real estate developers including Tishman, HRH, Rockrose, and Forest City/Ratner. Over the course of his career, Locitzer has worked on such prominent projects as the renovation of the Plaza Hotel, the construction of the Goldman Sachs corporate headquarters, Tower 4 at the World Trade Center site, and the Warner Communications Center. He looks forward to assisting LESC with translating needs and ideas for the future into detailed plans, solid budgets, and physical reality.

Nasir H. Naqvi, M.D., Ph.D.

Board Member

Dr. Naqvi is an Assistant Professor of Clinical Psychiatry in the Division on Substance Use Disorders at Columbia University’s Department of Psychiatry and the New York State Psychiatric Institute. He has significant expertise in addiction psychiatry, addictive disorders, and neural mechanisms relating to substance use disorder treatments. He completed his residency in Psychiatry and was awarded a fellowship in Addiction Psychiatry at Columbia University.

Thomas P. Ogden, J.D.

Board Member

As a Partner with Wollmuth Maher & Deutsch LLP, Mr. Ogden brings nearly 30 years of litigation and dispute resolution experience to his role as Board Member, with deep knowledge in areas of securities, bankruptcy, antitrust, corporate internal investigations, and other commercial litigation. He received his B.A. from Princeton University and his J.D. degree from The University of Chicago Law School.

Blair Pan, M.S.

Board Member

Blair is a Senior Project Manager at AECOM Tishman. She has 12 years of experience working in the construction industry. She plays a critical role in ensuring that projects are completed within budget, on schedule, and in conformance with specifications. Due to her outstanding commitment to her work, as well as her contribution in advocating equality in the ACE industry, she was recognized among 40 Outstanding Women in Construction Under 40 years of age by the national organization of the Professional Women in Construction in 2020. She received the next generation of women builders’ award presented by the Women Builders Council in 2021. Blair was born and raised in Taiwan. She has a Bachelor of Science in Civil Engineering from National Chiao Tung University located in Taiwan. After graduating from college, she moved to the United States and obtained her Masters Degree in Construction Management from Columbia University. To further develop her leadership and managerial skills, she completed her Executive MBA at Columbia Business School in 2021.

Bruce D. Tindal, ARM, CPIA

Board Member

Mr. Tindal is Executive Vice President in charge of operations in the New York City office of Arthur J. Gallagher & Co. In addition to serving as a Board Member of LESC, Mr. Tindal was a “coach” for five years with the MDA “Muscle Team Gala” and was instrumental in involving the insurance industry in NY with this fundraising event. He earned his bachelor of science from York College.

Tony J. Brown, Ph.D.

Board Member

Tony is an Industry Consulting leader with 20 years of experience in talent acquisition, operations management, web design/development, and working with Fortune 500 executives. In his role as Managing Director of Seaview Consulting, he collaborates with teams to conduct virtual interactive workshops, employing Design Thinking to solve challenging problems. His father founded LESC, and Tony has maintained a relationship with LESC senior leaders throughout the years. Tony received his Ph.D. and his Master’s from Tufts University
